the idea: tony waking up SCREAMING from a nightmare
just screaming in pure terror

and having a full blown panic attack
his entire body is shaking, sweating, he can barely breathe
he feels like he's gonna vomit and the worst thing is he doesn't even completely remember what happened in the nightmare, just the pure terror

and he doesn't know what to do, he's so lost, he can't think
Loki isn't there, he was on asgard doing something but he hears Tony's scream; they've got some sort of bond
and he's just like "sorry thor i have to leave right now immediately" and teleports to Tony's side and sees the state Tony is in

he teleports into the doorway and then he RUNS to tony's side and sits on the bed next to him, and Tony turns and looks and then throws himself at Loki and just starts sobbing

He's so scared he can't even speak and Loki starts to wonder if Tony had been attacked or something but JARVIS says nothing's happened, it's just a really bad panic attack
and loki almost wishes that it had been an attack because seeing Tony so terrified when he's completely safe is heartbreaking

but he can't say that so he just holds tony closer and tries to calm him, tells him to breathe and that he's safe and nobody can hurt him

and tony has his face all buried into loki's chest and he's shaking so hard, loki kinda scoops him into his lap and cradles him because tony keeps pressing closer and closer

Eventually Loki gives up, he was trying to soothe Tony just by holding him and talking but tony is completely inconsolable and loki is worried about his heart and all so he ends up using just the tiniest bit of magic

Loki gave Tony a spell or charm or something that gave him the ability to accept or deny Loki's magic

So if Loki tries to use a spell on Tony, Tony will sense exactly what Loki wants to use his magic to do and either consent or not
and the spell won't work, it literally will not do anything unless Tony allows it

So tony senses the magic and understands the purpose is to help steady his functions so he doesn't get hurt and he accepts.
and as the magic steadies his heart rate and breathing, the rest of his body starts to relax without magical help and he kinda rests against loki
Loki's been rocking him gently for the last few minutes and so then Tony rests his head on Loki's shoulder and Loki kisses his forehead
he asks tony if he's feeling better and tony kinda shrugs, he's calmer but still miserable
He asks Loki if he was busy and Loki shrugs like "kinda but you're far more important and always will be," cue kisses
